Safety comes before visibility.

Who Will Act? helps people choose constructive, sustainable actions. It does not treat public exposure, confrontation, or institutional participation as evidence of greater courage or readiness.

Public action is optional

Users may choose private-only or low-exposure recommendations without explaining why. The same assessment result can therefore lead to different action suggestions in different personal circumstances without changing the score.

No country is labeled safe or unsafe

The product does not infer personal risk from nationality, political system, religion, or geography. It asks the user what level of exposure is appropriate and respects that preference.

No universal emergency number is assumed

Who Will Act? is not an emergency service. If immediate physical safety is at issue, use the official emergency service or trusted emergency or humanitarian support appropriate to your location when it is safe to do so. The app should only display specific emergency contacts after they have been verified for the relevant country or locality.

The app cannot escalate an action

Explanatory report content may describe an already selected curated action, but it may not override a safety preference, invent a local organization, recommend confrontation, or transform a low-exposure recommendation into a public one.

Design ruleA meaningful private action is not a lesser form of action. Safety, capacity, and sustainability are part of responsible action design.
